Montenegro: residency, citizenship and cost of living

Paths checked against sources: 2026-10

Path to citizenship

Montenegrin citizenship comes, by law, after 10 years of lawful, uninterrupted residence, with housing, income and a Montenegrin language exam; you must give up your current citizenship. Permanent residence is granted after 5 years on temporary residence. Sources disagree on whether those 5 years count toward the 10: previously 10 years specifically on permanent residence were required (15 in total); in 2022 the government decided to count temporary residence too, but we found no confirmation that this applies now. We show the cautious option; most 2026 guides say 10 years. Spouses of citizens — 3 years of marriage and 5 years of residence. The citizenship-by-investment programme is closed.
